Membership Benefits

HERONet is an outreach program funded out of a modest special discretionary budget
raised primarily from private donations and subsidized from the larger PRIMUS budget.
|
The overall intent of the program is to improve the relationship between PRIMUS
and individual superheroes and superteams. PRIMUS wants to promote registering and
sanctioning, but historically offered little in return and thus had poor growth in this area;
now under the auspices of the HERONet Initiative they extend much greater support
to participating members thus incentivising sanctioning.

In order to be a member of HERONet, a superhero must first register and become sanctioned by PRIMUS
(as described in Champions Universe on page 43). Sanctioned heroes may also enroll, if they
choose to, in the HERONet Initiative {mechanically this requires an additional 1
point Perk: HERONet Member}.

Participating HERONet members are required to fill in After Action Reports on their
crimefighting activities, contact with other superhumans, and also any out of the
ordinary occurances that might have some intelligence value. This process is computerized
and online, with established web forms to ease the process. It takes anywhere from
10 minutes to an hour or more to fill in an AAR depending on the content being reported
and the degree of detail provided.

Additionally HERONet members agree to volunteer for at least one mission per year
under PRIMUS's direction. A "mission" could be anything from being scrambled to
help fight a supervillain, to helping with the aftermath clean up of a disaster,
to participating in a training exercise, or something out of the ordinary. Transport
is available to those that need it pursuant to the interests of the organization
in conjunction with this volunteer service.

In return for this additional information reporting burden, members gain improved
access to the following services and support:

- An untraceable (due to privacy concerns) PRIMUS comm-link keyed to the user. These
comm-links will communicate with PRIMUS, law enforcement bands, and can be sub-netted
to communicate directly with other comm-links (for teams).
- 24 hour Analyst support provided by PRIMUS Analysts via the comm links.
- Testing and analysis of the member's powers, by appointment at equipped facilities.
- Increased Access to PRIMUS facilities, including an improved per diem rate for overnight
stays and commisary privileges.
- Access to one of several "super gyms" located in Los Angeles, Millennium City, Dallas,
and Atlanta; these gyms have equipment appropriate to those with superhuman athletic
abilities.
- Access to PRIMUS Crime Labs, though there is often a wait / turnaround time.
- Access to participating knowledge specialists at PRIMUS and within the HERONet community.
For example, Mr. Goodspeed is often tasked to assist teams in building / improving
vehicles and bases, and supers with science backgrounds are often consulted
within the community regarding their specialties, and so forth.
- Access to professional costume design and production, including special-needs materials,
at a respectable discount (benefiting from existing bulk-rate contracts held by
PRIMUS).
- Opportunity to participate in semi-annual Combat Training Retreats.
- Opportunity to participate in PRIMUS R&D "field tests" and "fire sales" -- i.e.
get to play with some cool toys to see if they work, and to pick up decommisioned
gear on the cheap.
- Improved recognition and status within the PRIMUS community (this is an unstated perk, but
it is a real distinction).

Additionally, greater levels of support are available to members that have proven
themselves / provided significant support to PRIMUS in the past. A common practice
is for a member to pledge / grant greater levels of volunteerism in return for material
support such as gadgets, vehicles, and even direct assistance by PRIMUS Agents in
pursuit of appropriate goals.
