PERSONALITY & MOTIVATION
Viktor isn't a bad person per se, he's just too ruthless and aloof for his own good. He has killed and will kill again if he has to, but he is not a casual killer by any means, and prefers to incapacitate and leave any "wet work" or "cleanup" to others. He does have a driving need to compete with others and win which has gotten stronger as the years go by. He also likes to encounter new supers and see what sort of powers they have, much like a kid might collect baseball cards (need it, got it, need it need it, got it).

He still sends most of his money home to his dear old mum in dreary old Ukraine, and thus has never built up any real savings despite making good money. (Mom is not taken as a DNPC due to distance and the fact he hasn't actually visited her in 12 years).

In the end, the challenge of new jobs and the need to feel the rush of competing and winning are the main motivations of his life.

POWERS & SPECIAL EFFECTS
Viktor has the ability to sense and analyze innate super powers, and to also copy them if their Active Points are within his range (will fit into his VPP). He can change out any Power he currently detects that is within his range, or that he has copied in the past and remembers with a successful Power Skill roll.

The GM is free to put any Power Construct they like in the VPP if they feel it is reasonable that Viktor has encountered someone with that Power Construct previously. Viktor cannot detect or copy Powers that stem from Magic, Technology, or natural Alien physiology, but he can copy any mutant, mutate, altered human, psionic, psychic, chi-based, or similar unusual power that is not "normal" for a particular person. If the GM allows he can also copy superhuman characteristics above Characteristics Maxima as if they were Powers, but only in the amount that they exceed his current level in that Characteristic. For example if he encountered a Speedster with an 8 SPD he could "Copy" +2 SPD from them as 8 SPD is four more than NCM, but Viktor already has a 6 SPD.

In addition to this innate Power, Viktor can also incorporate Powers that he has copied into himself if he choses to spend the time to "master" the ability; however this requires Experience Points. Viktor has mastered many useful abilities over the years, and has greatly enhanced physical capabilities in addition to several useful general purpose Powers.

Viktor should be able to tie up a party of four or five 350 point heroes handily. If Viktor is too powerful for your campaign, water down his Mastered Advanced Powers, tone down his Mastered Utility Powers Multipower, reduce the size of his VPP, and drop some Overall Levels. If Viktor is not powerful enough do the reverse and / or add more Mastered Powers. Also, GM's should feel free to change Viktor's list of Mastered Powers to better suit their needs.

ORIGIN
For many the fall of the Soviet Union was the long awaited end to a tense and dangerous Cold War. To others it was a time of violence and political unrest as many splinter states sprang up and entire regions destabilized. For Ukrainian born Viktor it was a time of personal growth and opportunity. Having just started his mandatory term of service in the Army, his unit was engaged to quell unrest in the Balkans; but in the first real combat action the unit became involved in the strangest thing happened while setting up a roadblock astride the main road of a strategically important town; though all seemed normal and routine Viktor sensed the presense of someone strange and powerful somewhere nearby.

Moments later a costumed man flew out from behind a building and rocketed down at the barricades Viktor's squad had erected, attacking them with blasts of pure force. Viktor instinctively copied the Power of invisible Force Field generation from the attacker, which proved to be fortuitous as the bolts rained down among the hapless unit and one of them struck Viktor squarely. Thanks to his newly found mutant power rather than being smashed to pulp like his fellow soldiers he was was only bruised a little and knocked down. By the time Viktor got back to his feet all of the men in his squad were dead or badly injured, the barricades were smashed, and the masked assailant had flown off.

Taking a look around at his fallen comrades and not looking favorably on the idea of telling his command about his new found super powers, Viktor decided this was a good time to beat feet, so he wasted no time hitting the road out of town as fast as his own two legs could carry him -- if only he'd had the presense of mind to copy flight from the powered attacker as well! However, he did retain the Force Field ability he had copied and found he could turn it off and on at will. Intrigued by the sensation he had felt when he had sensed the unknown superhuman, he started seeking out other known superhumans that were active in the area. He quickly figured out that he could detect them, even when he could not see them normally, and once he had detected them he could "see" the "patterns" of their Powers and often times he could change his own "pattern" to match them, gaining one or more of their abilities until he chose to change his "pattern" again. He also discovered that he could, if he wanted, make them a permanent part of his pattern instead.

Over the course of several months of wandering through unstable regions in this fashion he copied several abilities that seemed useful, and honed his abilitiy to discern what sorts of Powers a superhuman has and identify which ones would be useful for him to copy. He also learned that some superhumans have powers that are simply too powerful for him to duplicate, though his capacity in this area has grown with time and practice.

Finally having "burned in" a few key abilities and feeling confident, Viktor made his move, helping troops working for a would be warlord fight off a group of insurgents lead by a superhuman with plasma generation powers. By using the Powers he had already mastered and by cherry picking from among the opposing super's power repetoire, he easily gained the upperhand and helped the troops to rout the insurgents. This earned him a steady pay check for a few months until an opposing warlord crushed his employer's political clout, so Viktor went to go work for that warlord instead. A similar pattern of moving around the employ of questionable would-be military and political leaders followed. Eventually the balkanization process slowed down, so Viktor moved on, finding employ in the Middle East, Africa, Asia, and periodically in one 'stan or another as some new unrest occured.

Eventually he moved to America and turned his hand to being a super merc working for whoever could pay his ever growing asking price. By this time Viktor had absorbed many powers and was more than capable of beating an entire team of "superheroes" singlehandedly for the beauty of Viktor's ability is that the more superhuman foes that come at him at once, the more selection of powers he has to copy from cafeteria-style. Similarly, when he teamed with other powered "supervillains" he could copy their powers too if he needed to.

Finding this line of work to be basically a cake walk compared to earning a living in the employ of petty dictators and generalissimos waging pocket wars and ethnic hates, Viktor soon made a name for himself. Recently he has been approached by a firm called Enforcers Inc., who were quite eager to secure his services as a contractor. Viktor has worked for worse bosses by far and likes the stability. A standing offer for Exclusive status with the firm is on the table, but Viktor thus far has preferred to keep his options open.
